Office of Recovery Services

ORS's primary mission is to promote responsibility.

We help ensure that parents are financially responsible for their children by providing child support services and support for children in care. We also work to help ensure public funds are used appropriately through the efforts of our Bureau of Medical Collections.


A new Utah law (U.C.A. 23-19-5.5) becomes effective July 1, 2021 where a hunting/fishing license purchase will be denied if a person owes over $2500 in past-due child support through the Office of Recovery Services.

Paying for 12 consecutive months according to a payment schedule arranged with ORS or paying the debt in full will restore the ability to get a hunting/fishing license.

Individuals who are already making full monthly current child support payments and an additional payment towards child support arrears will automatically be considered as being on a payment schedule, as long as the payments have continued without interruption for 12 consecutive months.

2020 STIMULUS PAYMENT UPDATES as of April 19, 2021

The IRS has confirmed with the federal Office of Child Support Enforcement that they will not continue their extra efforts to take back the March 2020 stimulus payments from the child support agencies. As a result, all of the extended holds on the payments in question were released by our office on April 16th, and payments are being sent.

ORS recognizes that this has been an inconvenience to many clients. Thank you for your patience while we worked to solve this issue with the federal government.


Additional stimulus payments authorized by Congress at the end of December 2020 and in March 2021 will not be intercepted by the federal government to be applied toward delinquent support debts unless the payments are sent to individuals with their tax refunds.


In response to the pandemic, ORS locations in Salt Lake, Ogden, Provo and St. George are not currently open to the public. Payment kiosks within those locations will be accessible during normal business hours of 8 am to 5 pm Monday through Friday. Touch Pay Kiosk

Effective September 6, 2019, ORS no longer accepts payments at the reception windows in our office locations. In-office payments can be made at our new self-service kiosks provided by TouchPay (fees apply). In addition, when making a payment on the ORS website, you are redirected to the TouchPay website to complete the online payment transaction.
